Unchartedwaters - What happened to our water supply plan? - a 2004 article from C-Ville weekly: "One of the problems is that while the State and federal governments have plenty of agencies that tell localities what they can't do - the Environmental Protection Agency, the Army Corps of Engineers, the Virginia Department of Environmental Quality and the Virginia Department of Game and Inland Fisheries are just a few of the agencies that have a say on RWSA's water supply plan - there's nobody to help cities and counties through the long and winding path of rules."
